Demand for biomethane will grow: New auctions and a European support mechanism are opening up opportunities for further investment in domestic production

The European biomethane market is growing rapidly, and demand for this sustainable alternative to conventional natural gas continues to rise. Czech production is currently lagging behind the planned pace of development. However, this is poised to change with the new auction-based operational support system, which will contribute to higher investment stability in the sector and accelerate the construction of new facilities. A further boost will come from the European Commission’s new Biomethane Mechanism, which aims to connect producers with off-takers, facilitate the formation of business partnerships, and support investment in new projects focused on biomethane production as a local alternative to natural gas.

Government Demand for Biomethane Will Grow

Biomethane production in the Czech Republic is entering a new phase of development. The Ministry of Industry and Trade has announced, for the first time, auction-based support for new biomethane production facilities, the conversion of existing power plants into biomethane production facilities, and facilities for converting biogas into biomethane. Facilities receiving support must be commissioned no later than December 31, 2029, and will be guaranteed the auctioned purchase price for biomethane for a period of 15 years, with 2% indexation. In the first auction currently underway, which ends on July 31, the government is offering support for the production of 45 million m³ of biomethane per year.

This is not a one-time effort. The total allocation for the support system amounts to 3.7 billion euros, or approximately 90 billion Czech crowns. The government plans to hold two auctions per year over the next three years. According to the government’s enabling regulation, the volume of biomethane supported through the auctions—and thus the government’s demand for this low-emission alternative to fossil gas—is set to gradually increase from approximately 90 million cubic meters in 2026 to 110 million cubic meters in 2027 and up to 150 million cubic meters in 2028. The specific parameters of individual auctions may be further clarified over time.

Success Will Depend on the Operators’ Experience

The conditions for participating in the auction are quite complex. Bidders must meet a number of technical, economic, and administrative requirements that demand detailed knowledge of biomethane production, energy and waste legislation, and the actual operation of the facilities. The conditions also include requirements regarding the share of advanced biomethane and emission parameters. From the time the production facility becomes operational, the share of advanced biomethane—produced exclusively from biodegradable waste—must exceed 35%; from 2035, it must exceed 45%; and from 2040, it must exceed 55%. At the same time, it will be necessary to meet emission intensity limits below 17 g CO₂eq./MJ, which will gradually become increasingly stringent.

In addition, production facilities will be required to supply at least 75% of their production capacity each month. The auction terms thus place significant demands not only on the advanced inputs and carbon footprint of the produced commodity, but also on the continuity and efficiency of biomethane plant operations. If a producer fails to meet the conditions for auction support, it will sell biomethane only at the market price of natural gas. For new, inexperienced applicants, it will therefore not be easy to navigate the entire process.

European Mechanism to Connect Producers, Consumers, and Investors

The development of renewable gas production will also be supported by the European Commission’s new Biomethane Mechanism. Its goal is to provide a better overview of market supply and demand, reduce information asymmetry among individual participants, and increase transparency in the European biomethane market.

Launched by the European Commission in June of this year, the mechanism is a free platform for biomethane producers, suppliers, consumers, and investors in the sector. It is designed to assist in finding business partners, developing new projects, and sharing information on market conditions, legislation, and financing options.

This new European Union project connects market participants through a structured process based on matching rounds, thereby helping to transparently align supply and demand across Europe. For example, it should facilitate cooperation among biomethane producers and suppliers and enable them to more easily aggregate their biomethane production offerings to meet the demand of larger market players.

Thanks to the new mechanism, off-takers can easily create a demand request and connect with suppliers and financial institutions active in the biomethane sector. Investors, in turn, will use the mechanism to gain an overview of regulatory conditions, the availability of sustainable feedstocks, and options for connecting to the distribution network. At the same time, it will enable them to better identify regions with high development potential and gain a clearer picture of European investment opportunities.

Biomethane is becoming a sector of strategic importance in the Czech Republic. This is also demonstrated by the recently launched auction-based support program, the first round of which is currently underway. We consider it a clearly positive development that European measures are beginning to focus more on more effectively linking international supply and demand. This can help create new long-term partnerships, reduce investment uncertainty, and offer an alternative for Czech producers who do not participate in the state support system.

The development of biomethane has long been hampered by regulatory uncertainty and lower levels of investment in its production. However, the key challenge today is the speed of project implementation, their integration into the energy infrastructure, and the ability to optimize the operation of production facilities.
